Yes, making a steam account is free. There's also some popular free games you can play on it that require steam. Team fortress 2, DC universe online, and Everquest 2 are to name a few.

You can also use it to purchase new games, most new games come out on steam. Skyrim, Serious sam 3, and more. They also have a good selection of indie (not backed by a publisher) games, such as Hacker Evolution.

When you have a steam account you can buy multiple of one game to give to your friends like I did, I just ended up buying one too many.
