No it's a scale. You just plug it up and weigh your items. It also works on a 9v battery. :)

do you have to sign up for a contract ? Monthly fees? does it print out postage hook up to your computer for updates?

No it does not print postage. It's a scale that weighs up to 75 lb. It's for weighing packages at home so you will be ready to ship them. You can print postage on your computer with your printer. There are several online sites to do this like PayPal or usps.com Hope this helps. :)

does this machine tell you the difference - say between priority and 1st class? - like when you go to the post office - they weigh the package and ask/tell you the different costs with the different delivery times?

This is only a scale for weighing packages. It tell you the weight of a package. :) Nothing else.

I will pay for all of the cost other than the tracking if you want me to ship to Canada. The shipping should cost around $11.00. I will pay that if you will pay for the tracking. Unfortunately the tracking will most likely be more than $11.00 that's why I quit shipping out of the USA. Hope you understand.
