With all due respect it is extremely easy to clean up a coin to near mint condition and pass it off as a proof. I know Royal Mint Proof coins come with paperwork to originate their authenticity otherwise anyone with nice looking coins can pass them off as proofs.

I looked it up and only proofs were made in shilling in 70 also....
