Its recommended for durability (improved resistance to wear and fading), to put porcelain cup in microwave for 2 min, max heat. However, paint is acrylic so can be applied to most surfaces and its not a strict requirement that it be baked on. More of recommendation for glassware that sees frequent handling, I.e. dishwashing

great auction,, ,, don't know if any problems with paints crossing boarder or not,,
may want to do update thou and offering help because your a new listian, customs tends to hold items not in letter form for 10 days min i'd guess being what this is,
