No monthly fees. It's free if you want to watch your TV signal from your computer. However if you want to watch your TV signal on your phone, you have to pay to download the mobile apps (it's $14.99 for the iPhone app, guessing it's the same/similar price for Android).

I have Dish Network as my subscriber but if I want to watch my shows in my DVR through this Slingbox am I able to do that on my phone away from my house without paying fee

The mobile apps are not free, you have to pay to download them if you want to watch from your phone.

What are you thinking of that app that is not free. I have the app called Dish Anywhere. and it's free. Can you tell me the app it's called. Maybe I'm thinking of a different app

Ah I'm talking about the slingbox app. It's called SlingPlayer, and it's $14.99 in the iTunes Store. Guessing it's a similar price for android.
