When bidding, you put in what you want to be your top bid at that moment. If however, the previous bidder's top bid is higher than the one you just put in, you are out bid. The only one who knows the previous bidder's top bid is the previous bidder and the system. I have no control over it. Some people put in a huge bid when bidding, others put in small bids. I get out bid ALL the time on stuff.
