yes it is against listia rules to not be spicfic, Though the option to have the winner pay exact shipping is avalible when i have a auction for winner to pay shipping i have the post office weigh and tell me how much they will charge then i ask for a receipt of proof showing me the weight and price to send the item to its destination, There is no way to over charge someone When you have a receipt showing you how much you will have to pay and as it has happened with other auctions in the past it comes to being a little over there budget i gladly give them there credits back 100% of the time so i hope this answers your question
