They are women's. I have been told that most leggings run small or at least these off brands do. Thanks.

Women's but I have been told by some to go up a size in them as they run small. If you are trying to fit a teen I can give you an in seam measurement.

I have looked on ebay & amazon at size charts,
usually large/XLarge is 125 to 165 pounds
I hope that might help
i think it has alot to do with what country the leggings are made in
China runs smaller
Vietnam seems to be very good with the sizes

I am a size 14 (but somewhat flat in that area) and they come up to my waist. I am about 162-165 pounds. The brown wet look ones that I recently listed were low rise and I know what you mean about the low rise not covering.
