Despite their training by Rampart Hospital Dr. Joe Early (Bobby Troup), Dr. Kelly Brackett (Robert Fuller) and Registered Nurse Dixie McCall (Julie London), the paramedics cannot administer medication or first aid until a California State Assembly bill is passed. Dr. Brackett’s endorsement can help pass the bill, but although he commends the volunteers, he does not believe in the program.
