I have a brand new pair of silver hoop earrings for you. I bought another piece of jewelry from an online seller and they shipped me these by mistake. They let me keep these and re-sent what I originally ordered. I have too much jewelry and I already have some hoop earrings like these so I thought I'd give these to you.

I'M sorry, I don't know any specs on these. My guess is they are silver plated so make sure you keep a polishing cloth handy to keep them shining bright like you would any jewelry rather genuine or costume. I don't know if the post is surgical steel or not. Most costume jewelry is is my guess. My pictures don't do these hoops any justice. These are a very pretty bright silver.
