As the inscription at the bottom of the stamp, next to the date, says, it is a commemorative stamp for the Celebration of Thessaloniki (major Greek city) as European Cultural Capital in 1997.

There is a small surface scratch on the circle, under the feet of the peacock; it shows more on the photo than in the original.
