Most likely. I wear a 14 and i couldnt get them past my knees. Someone's told me since then that you should get then wet first before you try stretching them but i never heard that before either. Good luck cuz they sure sre pretty!

I know over sea's clothing is different from the US . 22in waist sounds more like a small . Are you measuring from one size of waist ? And then doubling it to 22in ?
