Yes the coa says 71 mg of silver. Sorry but a one troy ounce silver American eagle has 31.101 Grams of pure silver. The operative word "CLAD" means it is silver over bronze. Not much pure silver in this coin. But it is a commemorative.

It is indeed commemorative yet it is clad with twin tower silver and it is a very collectable and good looking coin.
