Not sure if it's for a picture in the back? You definitely could.
Had a key...since it has a hole or hooked on something. I don't know.

This is a Grass Valley, CA. estate sale find on April fools day 2001, I remember the date, my parents moved up there. I have had this in my jewelry box every since.
Just hung on to it, thinking I would make something cool, plus it was cool anyway and now I will give to you to hold on to in your jewelry box! LOL
Hopefully you are creative and can make something really cool!!
Looks like you can easily make it into a necklace (was my initial thought!)

UPDATE: Mystery solved by 123Sharon! Tells us it's for a button. You wear it on a nice blouse over your button. Very cool!! Thank you my dear!!
