Did Listia change their policy to 9 days? Last I knew it was 7 days for a seller to send the item out.

I'm confused... 3 for the buyer to pay then 7 to send would be 10 days, not 9. I'll have to go look at Listia's terms because I think it's still 7 days but now it's 7 days from the day the buyer pays, not from the day they send their verified address.

It is still 7 days for shipping. That's 7 days after the buyer's verified address and payment is received though... https://www.listia.com/rules#timeframe
