Looks like a penny blank with raised rim ready for strike but as seen here the center was completely off and was struck at the top and bottom rare peice!!!

2012 Redbook lists these errors for $45 if it is post 1982 and $60 if it is pre1982. 1982 is when the copper pennies stopped and the zinc started. Check the weight. if it weighs 3.11g, it's copper/pre1982. 2.5 is post 1982. Also, as far as the value, they are worth what someone is willing to bid/pay. it could be worth more or less than book value. Any dealer/collector will tell you that. However, This would be a nice addition to anyones collection. Especially mine lol.
usualy sell 75 to 100 bucks, alot higher dated and mint marked. double and triple stamped coins have about doubled in pricing compared to half strikes. I have a couple more listings under error coins to if interested. Thanks for checking out!!
