When I opened up the tissue pattern it looks like the grain line runs straight up and down the skirt panels (not on the bias).

These are really cute. Do you think they are easy enough to make for someone who hasn't sewn for years? I feel like a beginner again! I want to make my own though so they will fit.

From the look of it I'd say yes. The instructions are very basic and use words like "simple 8 panel skirt" and "easy to make". I haven't done much clothing sewing in years but this pattern looks pretty basic to me.
