This auction is for a PCGA Graded at PF70 Cameo, 1986-S Proof Statue of Liberty Centennial Clad Half Dollar.
The slab used by Premier Coin Grading and Authentication (PCGA) does not use raised edges to protect the face of the slab so there are scratches seen, but none of them are on the coin itself.
When looking at graded coins it is always said that you are purchasing the coin and not the holder. Of course that is said more when the holder is from a grading service that is not one of the upper tier companies.
That brings us to PCGA. Any TPGS without a website, address, phone number or email are usually "self-slabbers" who grade their own coins, sell them, and don't accept submissions from the general public. PCGA is one of these TPGS companies.
I wanted to get that out to you about this coin because this coin is graded as PERFECT. With a magnifying glass it can be seen that all scratches are on the slab and not the coin itself.
