60 x Pre Stamped Envelopes - .49 Cent First Class Rate - #10 (Business) size envelopes. These DO NOT expire or go stale however, they are NOT Forever Stamps so if postal rates increase you would have to add the additional postage in the future. I had these pre-stamped from my postage meter and never used them...yes they are official US Postage and are valid just as any other envelope of the same size with a stamp stuck to it. Since this is my postage meter it does say on the endicia "Mailed from zip code 89012" which is simply my zip code and has nothing to do with where the envelope is mailed from...they can be mailed from anywhere in the USA in any mailbox just like a regular stamp.
