Pigment ink is thicker than water based or dye based inks. When stamped on a surface it doesn't soak in or stain but dries on the surface of what you're working on. It can take a little bit longer to dry than dye inks but they also tend to be more vibrant.
Pigment inks can be used on pretty much any crafting serface except glossy because it won't dry.
