Yes, I believe the policy changed about 3 years ago. The only way to assure delivery is to use a tracking number, which Listia recommends but it certainly can get expensive. I have also had a couple of members claim that they did not receive an item which is sad. Things have changed quite a bit since you were last active. There's group of members that have created more or less a monopoly and have driven the prices way up. Sheer gluttony! However, with a new virtual currency beginning soon that hopefully will be coming to a end!
