i hate to break it to you, but that is not a serial port. it is a 15 pin vga/svga port, a serial port would have 9 or 25 pins.

Yes, the cooling fan is broken on it but that is pretty easy to fix...its plug and play for a new fan. I might even have one but I need to check....I would count on it NOT coming with a working fan but if I happen to come across one I will include it.
