The mints continued to omit tin from the cent's alloy during 1946, as normal deliveries of that metal had yet to resume after the war's end. The Philadelphia Mint struck nearly a billion cents that year, only a modest reduction from 1945.
The U. S. Mint's overall payroll dropped by more than a thousand persons from Fiscal Year 1945 to FY1946. Sharp, post-war inflation left the remaining employees underpaid, and Congressional action was required to provide them with an emergency pay raise that passed April 19, 1946.
