Might you be shipping this via a padded envelope?
I only ask because I've won confetti auctions before
& have had a few send it via a standard white envelope...
And the bag of confetti is apparently to thick for the USPS sorting machines
& gets ripped open... which on one instance left me with not even a pinch of confetti. :(
