Here is what the back of the package says:
Use only a Charcoal-Safe burner (no wood or Plastic). Pour sand into burner & place charcoal tablet on top. A stick match ignites it instantly. Do not hold in your hand to ignite. Place your burner in a safe, well - ventilated area, away from flammable objects and out of the reach of children and pets (it gets very hot). Fan charcoal for 30 seconds, then place a pinch of your incense in center of charcoal tablet. (That's all I know...)
