Either one, if you want to freeze them for next year you could, but the ideal time to plant these is late spring/early summer so now would be best :)

Welcome! It means Get It Now. A seller can include a GIN option for someone to win the auction immediately instead of waiting until the end. The lowest you can set a GIN is 2000 credits, and Listia takes a portion of the winnings. Right below where you can place a bid is where you'll find the Get It Now option :)
