I thought the ruling was only if they had an expiration date or incurred fees they were prohibited?

I agree! It's definitely crazy, but the reason they don't allow V/MC's is because they can be used anywhere like cash and any kind of non-collectible money is not allowed and they do state in the rules under prohibited:
Credit & Debit Cards
*Including Prepaid credit & debit cards (or money gift cards) from American* *Express, Discover, MasterCard, or Visa
Prepaid cards that have restrictions or fees

Yes if the card value is lest then $1 you can't list it either; So there are two Walmart cards?
