This is a cool collectible... Thanks for posting it! I like error bills but am disappointed at how undervalued they are. I honestly don't know if this would being $100 to $200 if sold... I saw a very nice inverted 1974 $1.00 which is a lot more valuable go for only $300 ... should have sold for $1000 in my opinion.
Ideally I'd love if you'd share a link of an auction or sale where one SOLD for that price.
If you found someone offering one for that price, that's not the same thing. Anyone can ask anything something that they offer for sale.
I've personally found that many error bills do not sell for as much as *I* think that they should... Go look at the LynKnight auctions for examples. I've even seen some of the Heritage ones (ha.com) that I thought were under priced.
The reality is that collecting error bills (and coins and stamps also) is a relatively narrow field. By comparison, far more collectors collect fancy serial numbers and other aspects of collectible currency such as large size notes, start notes, national currency, etc.
Don't get me wrong. This bill is super-cool, it's just that I've never seen one of these approach $500 for a sold example. I've been wrong before... so let us know where you got that number.

What errors would that be? This bill has one error... the sheets were rotated 180 degrees when the overprint was done (overprint = 3rd print = seals and serial numbers). The cutting is a symptom of the overprint error since the cut is done based on the position of the overprint, not the first or second print (first = front, second = back).
The older bills like the 1974's you see where the serial number is upside down and it isn't miscut is because the cutting machines were different back then. They cut wasn't aligned to the overprint.

As I said above, anybody can ask anything for what they sell. And you might find someone to come along and buy it at that price. What was it that P.T. Barnum said about 'a fool and his money..' ??
Personally I hope that you don't win it. This deserves to be in someone's collection, not resold for a retail profit. Alas, whoever wins can do with it as they please. But I hope it's bound for a collection, not resale.
I found it... I had wrote on NatureLovinPagan's auction that I had fanned them but apparently forgot to put the fan button.
Here's what they sent before blocking me:
