I ordered online and does not fit on me, by mistake I order XS were I wear size S

So let me clarify... The waist is actually twice the measurement flat making it 26 inches. And this is not a stretch waistline? I love this but have a feeling that it won't fit me.. I can wear a size 4 in jeans.. Watching and hoping.. Also could you fan me, I would fan back but have reached a very frustrating listia plateau... ARGH!

That is correct, it is 26" and not stretch. I am a size 2 and it was too small, so I think it might not work for you either unfortunately.
