This auction is for a 2013-D National Parks Collection Washington Quarter.

The 2013-D is part of the "America the Beautiful" National Parks Campaign and displays the Mount Rushmore, National Memorial in South Dakota. It was minted and meant for circulation therefore it is a "Clad" coin.

As you see in the pictures above, it is in a "Littleton Coin", sealed package. Littleton likes to claim that all of their Uncirculated Coins have not been touched by Human Hands.
Littleton does not send coins to a TPGS for grading and will 95% of the time use the "UNCIRCULATED - 60" so as to not have any discrepancies about their condition. All of those coins will always be better than an MS60 but they will not venture into the MS65 grade that this coin easily is, or higher.
By the time that you see a coin from Littleton, the coin is usually impossible to find or a scarce item on the market.
