The listing, Small Pet Harness- Adjustable has ended.

We purchased this for our cat, but it didn't fit his considerable bulk, he's about 2 inches too long, so it lays across his shoulders and hinders his movement. Adjustable from about 9-14 inches(sizing not guaranteed, but he's 16 inches on his girth, and the tag disappeared)

It depends on the girth- measure around your puppy's midsection, behind it's shoulderblades. If it's less than 14 inches, it should fit.
