um i dunno if it would fit small.......the only way i can ship free is if you don't mind waiting till august 3rd. it's a 24 W.......we're talking like girls who weight from 220 to maybe 260lbs.

i have no idea about cash on delivery at all. i know it's about 15.00 and usually you can do it through pay pal or send a money order.

This is the perfect dress for my daughter, it's beautiful. She does weigh in the range above. Shipping is a cinch, it would fit in a small priority mail box (regional rate) much cheaper than flat rate. Do you take PayPal?
