The listing, Antique Victorian 1880s Birthday Card Pleated Satin Fabric has ended.

This is a spectacular old Victorian birthday card. It is made of pleated satiny fabric on cardboard. This surrounds a paper bell shape with gold lettering over a small picture. The fabric has a twisted braid around the edge at the bottom. Very elaborate! It is is very good condition for being around 130-40 years old! The fabric is a bit faded, and the paper is a bit worn, but still VERY nice. Great addition to a card or Victoriana collection.

No, to both questions. Thsi was the "style" of Victorian cards. They weren't mailed, they were a gift themselves, I think. I have a few more to list that are the same way.
