Cat collars have a stretch to them as cats tend to try to get out of them and if they get a foot hung in it then they can get loos. My neighbor joy6575 has cat collars..look he up..I ship for her and we recomment each other for auctions..

Cat collars have to have elastic on them because they crawl in and out of tight spaces outside and the collar can get caught and stuck there with the cat imprisoned to starve to death. The elastic gives them some stretch so they can wiggle out of the collar to get away.
