Forgive me for sounding stupid, but I am not sure what the promotional part of it means. If its under 1mp does it even take pictures that are worth looking at?

The "promotional" means that these were used as promotional gifts to whomever for whatever. It is "FREE" auction right ? No one is twisting arms or deceiving-it is what it is.
If you want a 10mp camera I am sure they are out there...
