Im not sure how to explain this but do you see the receiver thats sticking out of the wired item? There are two items one is a usb hub and the other is a receiver. the one with the wire is the hub and other is the receiver which can be plugged into any usb drive or the hub so that the mouse can connect to the receiver

Yes shipping is free and u no it is a plug and play device that is universal with any pc. No software is needed. However if u do need a driver it's online available thru windows update
