i now this probably sounds stupid but what is a "tiered" auction?

A tiered auction increases in value once you meet the minimum requirement. This auction starts off with $5 and in order to get the value of the card to $6 you have to bid a minimum of 600 credits. Then for every 100 credits after that the value will continue to go up by $1. I hope that helps you to understand it better.
