I believe this is a campaign pin from the 1912 election. Sen. Champ Clark of Missouri was a contender for Dem. nominee, as was Woodrow Wilson. That phrase comes from a song Clark's followers would sing. This comes from a book called, "A Funny Thing Happened on the Way to the White House" (Google it).

So, the fact Clark was a Missouri Senator, and this was found in Missouri is encouraging. I couldn't find anything about "U.C.T." or "Council 74"; perhaps these were Missouri political party affiliations.
