The listing, Beautiful skirt by Shani ~never worn~ has ended.

I bought this and never wore it it because I never had a place to go, by the time I did it didn't fit. The brand name is OPTIONS by Shani who sells in nice stores. It has been carefully stored away. You can wear many shades of pink with this skirt as it has several different shades in it.
It looks like different ribbons of lace and satin.
It zips up the side, I am 5'6" and it comes to the top to middle of my knee. The material does not have "give" so if you are a borderline or above womans size 14 I would say this probably will not fit you in the waist. It will fit more 12/14 size person.
I paid quite a bit for it at the time and is a very beautiful skirt.

length is approx. 24¼ and waist (zipped up ,one side to other like you see in the picture) is approx 16½

yes flat, with the side zipped up, like in the first picture where you can see entire skirt layed out. Like i said probally fit you if your a 12/14 but not 14/16 womans size.
