unfortunately I do not have a tape measure. However, the skirt has an elastic was and is size 26/28. Before my sister had surgery she was about a 4x and it fit her comfortably. As for the length, I am 5'5 and it went at least two inches past my ankles so it would be fine as ankle length for someone 5'7 or taller. Does this help?
