I'm sorry but i'm not sure you will fill this in. I am 5'5" and filled this in at a size 18-20 with a D cup. Size 16 at my height is pushing it and im not too sure about the C cup size. Hope that somewhat answers your question. Thanks for looking ;)

It is stretchy material and has the tie that can be made tight or loose. But over all I'd say it's true to size :)
