Yes they are. As long as you ship an item under 13 oz. The Post Office has no problem with you using them.

I have had lots of problems with shipping out of the United States. And even though my listing shows U.S. shipping only, I still have people asking me if I will make an exception for them. So I am trying to make it as clear as possible.
