the easiest way to explain it is that you use it to hook up to your computer so you will have an hdmi output to hook to your tv or hd monitor and it has a converter built in it so you dont have to pay $30-50 for a converter box hope it helps

you can plug a cable box or an xbox or ps3. anything that uses hdmi

no it does not plug in to a 2.0 usb port but it plugs in to a 1.1a displayport which is like a usb but is a diffrent size and is found on laptops and computers but not all will have them i have a toshiba satelite laptop that is like 7 years old so mine does not have this outlet however you may want to check to see if your pc has a displayport outlet on it before bidding.

I have added an extra pic to show the diplay port in which it plugs into on your computer bc it does not fit a usb port
