No, once some one has bid on an auction, its locked, you cant edit it or change it- you can only make comments on it. And if an auction has a gin of say 3000, And you make a bid of 3500- you will disable the gin , so know one can use it .. does this help?

Yeah, once people start bidding, you as a seller are obligated to sell to the winner, No matter how high or low the bids are.. You may want to set your Auctions with a Higher starting bid- getting at least half of what you want.. But you can always talk to the winner, and ask if he would except a Refund of his credits..
When you make the auction scan down the page to the Submit button, to the right of it is an option called "Show Advanced Options" click that and just below the Automatic repost check , will be the option to set your STARTING bid .. and if you have your sellers badges etc.. you can set your GIN too..
