I am not a Hot wheels expert so I was wondering why the 1997 complete set has 12 cars and the 1998 complete set has 40 cars? Was 1998 the first year they made that many for the first edition sets or is there 40 cars for the other years also?

yes first year of the larger FE sets

Yes 1998 was the first year for them to issue more than the standard 12 car set.
