Probably but for the best fit I would measure the back from base of the neck to base of the tail. This sweater will fit anywhere between 14-18 inches

How small is small? Are we talking rat terrier and chicuauah (sorry, I could spell it better if I had one), I, too, have a Shih Tzu. She is about 12 lbs and I try to keep her clothed, 'cause she bites her butt all the time. These long sweaters are perfect.
