This is cute navy blue spotted dress. I think it's a dress but it could be used as a top. There is a cute silver bow on the neck. The bottom flares out a bit.
From the top of the neck in front to the bottom hem it measures about 10 1/2 inches. In back from the top of the neck to the bottom hem is 11 1/2 inches. . It is used but in good condition . At the wide part of the waist, it measures about 10 inches across so about 20 inches all the way around. There are 2 snaps down the neck in the back. It is 100 % polyester and made in china. It is made by "Just One You" a sub brand of Carters.
