It means the roll of stamps has been placed under an ultraviolet light to verify they are not counterfeit. See photo #2 :)

How does UV prove they are not counterfeit? Any white paper appears purple under UV light ; right?

Incorrect. Recently issued USPS postage will glow a green/yellow color under shortwave UV light.
