Looks Eastern European/Russian. They're the ones who use the double headed birds in their national icons. Could be Polish or Serbian, but I'm not sure.

its not miltary my husband is in the miltary and we tryed to look for it but it doesnt come up my husband has been over seas for 3 tours and has been in the services for 8 years
