Why would someone want the artwork without the disc/cartridge? If you have the game disc/cartridge only, having the artwork makes the game more valuable when selling or trading. Plus it looks nicer on your shelf!

Another possibility is for a display or to hang on the wall of your gaming room! Some students like to hang them in their school lockers or to use as binder covers...
